That sounds terrifying, so glad you and Jewels are ok! I hope you feel safer now but that is unacceptable that owner allows their dog to run around attacking other dogs. My mom had a mini poodle and he got attacked a lot, they put a spiked collar on him so other dogs couldn't get him by the neck, like you they also carried a stick in the form of a large umbrella. You might want to think about some form of spray deterrent too. People who aren't responsible pet owners shouldn't be allowed to keep them in my opinion.
