This is a really important and powerful message Jill. Thank you for trusting your gut, I think most of us have had moments like this. I have had a few instances where I have intervened too soon or where it wasn't necessary, and it sometimes makes me hesitant. Living in the UK I find that people here seem slower to help people who are in a questionable state of duress than I think we are in America. I have helped elderly people struggling to walk in icy conditions and I could tell they thought it was weird but were grateful, nonetheless. I used to work with the disabled and have a friend who is disabled so I also have to try to be respectful of how different (*cough* shit) disability access is in the UK, people here culturally are less prone to ask for help when they need it.
When I am in America I am struck by how much more often people go out of their way for others. It's something I miss, actually. Anyway sorry to ramble! Glad you were there for the young woman, you made a difference and got her help/possibly saved her from real harm. We should listen to our intuition in these situations, always.
